Starting in 1988, the Annual Consumer Compliance Seminar has grown to capture the pulse of the bank regulatory arena. The demands of compliance have never been greater, the pace has never been more rapid, and the expectations have never been higher. This year’s program, looks at the nuances and enforcement of new law and regulation, as well as how today’s compliance professionals deal with these changes. The 21st Annual Consumer Compliance Seminar will again feature an unparalleled group of speakers – bringing their insight and experience to help understand how these changes will impact bankers in Alabama.
New this year is a series of current and pending changes, and the program has been arranged to consolidate topics by areas of interest. For example, day 1 includes a general session discussion of many of these issues, followed by a series of detailed analysis presented by topic. Day 2 encompasses consumer lending and deposit/operations “fundamentals” sessions, opposite a variety of lending, and fair lending related subjects. Day 3 is focused on CRA, commercial lending compliance, and management issues, such as managing the regulatory exam and managing compliance risk through lines of business.
As in past years, there are also different educational tracks to provide opportunity for attendees to choose which session is best suited to their individual needs.
- Those who are new to compliance or looking for a “reg-refresher” will find value in the “Foundations” track – focusing on understanding and applying the regulations to day-to-day challenges. On day 2, and back by popular demand, the Foundations track focuses on Lending Compliance basics, exploring sessions on consumer and real-estate-related compliance topics. Also by popular demand, we’ve added several deposit basics as well.
- In addition to basic or refresher knowledge about the regulations, there’s a track devoted to “What’s Hot in Managing Emerging Compliance Risk”, which will discuss emerging issues and how to identify and mitigate certain regulatory risks, along with valuable “how-to’s”.
Best of all, the program offers a unique and recurring opportunity for peer exchange. Some Alabama compliance professionals have attended every year, while others have discovered the event only recently. Sharing experiences among peers and applying “lessons learned” from presenters has contributed to the continuing “value-added” success of the program. This combination has made the “take-away” benefits invaluable.
All compliance and regulatory risk officers, compliance support staff, examination liaison personnel, legal, audit/review managers and staff, operations specialists, those involved with lending and deposit-related compliance functions, BSA/AML specialists, fraud investigators and security specialists, and any members of the Compliance Committee. The program offers a hands-on, “boots-on-the-ground” approach to compliance rather than philosophical or political debate of the issues. This has become a welcome aspect of the presentations, providing opportunity for peer exchange and shared “how-to” knowledge.

Phillips G. Gay, Jr., CRCM, CRP, CAMS is Senior Vice President at the Commercial Bank of Florida, in Miami, and President of the Compliance Advisory Service in Coral Springs. Before this, he managed the Compliance/Community Reinvestment Act programs for the Bank of North America, and for First Union Corporation. He is a founding partner and senior advisor of the Paragon Compliance Group. Phil attended the University of Alabama and Florida State University, earning a Bachelor of Science in Management and Business Administration. He is a High Honors graduate of the School for Bank Administration at the University of Wisconsin and National Graduate Compliance School and has served on their faculties. He holds the designations of Certified Regulatory Compliance Manager, Certified Risk Professional, and Certified Anti-Money Laundering Specialist.
Certificates are provided to those individuals who attend the program in its entirety. Therefore, certificates will not be available to the attendees until after the final session on the last day.
Schedule: Registration will be from 8:00 p.m. - 9 p.m. on Tuesday night and at 8:00 a.m. on Wednesday. Seminar hours are from 9:00 a.m. until 5:30 p.m. on Wednesday and Thursday and from 9:00 a.m. until 12:00 p.m. on Friday.

Full registration fees will be refunded if a cancellation is received on or before September 1. After September 1, a $100 processing fee will be retained.
