Job Summary:
JOB SUMMARY:
Develops and recommends loan portfolio objectives, policies, and procedures. Provides guidance to officers engaged in lending activities. Administers loan portfolio to ensure a proper mix of loan types, maximize yield, maintain quality control, and minimize losses. Approves loans that, because of size, complexity, or special significance, require special handling. Responsible for supervising Special Assets Officer, Credit Analyst, and Loan Operations.
ESSENTIAL FUNCTIONS:
- Manage the bank’s overall credit risk exposure. Provide for portfolio review and strategy.
- Ensure that all pertinent operational and credit risks have been identified and appropriately assessed, along with established controls and action plans to mitigate such risks.
- Responsible for the oversight of delinquent loans to ensure they do not become problem credits or workout loans and thus pose further risk of loss.
- Oversees the implementation and management of the Loan Risk Rating System. Ensure the loan officers are properly trained and are accurately analyzing the risk in their portfolios.
- Develop, review, submit for annual approval all policies, plans and procedures for loans and credit related products.
- Approve or disapprove all credits above certain policy limits. Recommend those loans that have potential for presentation to the management and/or board loan committees.
- Carry out quantitative analyses and troubleshooting problems, including investigating the drivers behind credit quality deterioration, and providing recommendations to improve performance.
- Carry out stress testing on the bank loan portfolio.
- Responsible for the administration of the Management Watch List and ALLL coordination and ALLL documentation making recommendations to executive management and the Board of Directors for monthly allocations to the Loan Loss Reserve.
- Ensure that the FASB ASC 310-10-35-2 (formerly FAS 114) section of the Allowance for Loan and Lease Losses accurately reflects loan impairments resulting from the loan risk rating process. Also provide management with a periodic analysis of external or overall portfolio trends for consideration in the FASB ASC 450-20 Loss Contingencies (formerly FAS 5) section of the ALLL analysis.
- Responsible for the collection of work out loans and provide close supervision for all loans placed on the Management Watch List.
- Provide oversight on credit related guidance to insure compliance with credit –related supervisory guidance and regulations from state and federal authorities.
- Conducts a review of commercial, installment, and mortgage loans to determine adequacy of documentation.
- Oversee and manage the OREO and Special Assets division of the bank.
- Uses credit and financial information to verify the credit-worthiness of a customer.
- Reviews certain loans that are held for follow-up reexamination, and recommends appropriate action.
- Convene and chair the Loan Committee and Board Loan Committee.
- Carry out such other duties as may be assigned or requested.
JOB REQUIREMENTS:
- A Bachelor’s degree, Master’s degree preferred
- 5 – 7 years experience as a Chief Credit Officer is preferred.
- Credit Administration and problem loan management experience required.
- In depth knowledge of financial analysis, loan structuring, problem credit resolution, banking laws and regulations with an emphasis on credit administration
- Working knowledge of loan risk rating, portfolio monitoring, asset recovery, and loan workout.
- Excellent verbal and written communication skills.
- Ability to organize projects, priorities, and time management.
- Ability to professionally communicate and interact with regulators and attorneys.

While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle or feel, reach with hands and arms, and talk or hear. The employee is frequently required to stand and walk. The employee must regularly lift and/or move up to 10 pounds and frequently lift and/or move up to 25 pounds.
